Canada stepped up its efforts to increase Francophone immigration outside of Quebec through its main Express Entry system. The goal is to have 10% of all immigrants be Francophone by 2027, up from 8.5% in 2025.

To do this, Immigration, Refugees, and Citizenship Canada (IRCC) came up with a strong incentive: applicants who spoke French well could get up to 50 extra points and be the only ones who could enter French category-specific draws.

But with new incentives came new fraud. Candidates are reportedly using fake French language test results to cheat the system, which makes the process less fair and keeps out people who really want to get in.

This puts thousands of honest applicants at a disadvantage.

This groundbreaking investigative piece looks into the details of this growing scam and the person who came up with the idea.
