The Canadian government has proposed specific measures to help rural businesses hire and retain more temporary foreign workers starting on April 1, 2026.
Qualified rural businesses will be able to increase the proportion of low-wage temporary foreign workers in their workforce from 10% to 15% under these new regulations.
The announcement comes at the same time that many rural areas continue to face acute labor shortages despite previous tightening measures implemented between 2023 and 2024.
