Health Canada is replacing the current collection of federal restrictions governing controlled substance prescription medications with a single consolidated framework that will go into effect on October 1, 2026.
The Narcotic Control Regulations, the Benzodiazepines and Other Targeted Substances Regulations, Parts G and J of the Food and Drug Regulations, and the New Classes of Practitioners Regulations will all be combined into a single, updated set of regulations by the new Controlled Substances Regulations, which were released in the Canada Gazette on December 17, 2025.
