In 2026, Canada also raised the so-called excessive demand cost threshold that its immigration department considers when determining if an applicant’s health could be a drain on publicly funded health or social services.

This update is significant because medical inadmissibility can apply to applicants under nearly all temporary and permanent immigration streams.

The excessive demand is far and away the least sexy of the five among applicants, but actually is the most important (and most misunderstood) health-related grounds of refusal risk for economic and some non-exempt streams.
