
In July 2025, revelations came from internal Employment and Social Development Canada (ESDC) documentation concerning six new proposed changes that would impact the Temporary Foreign Worker Program (TFWP) for work permits.
The changes are geared towards wage deductions, relaxed housing standards under TFWP, along with a new sector-specific work permit for agriculture and fish processing in an attempt to address employer concerns, but with respect to worker mobility to any small degree.
Migrant Rights Network, a national advocacy group, has soured the discourse with a July 30, 2025, report denouncing sector-specific permits as a “cosmetic” change that continues to give control to employers in the name of worker freedom.
